Kim Geiger and Monique Garcia report in the Chicago Tribune reports that while state income taxes are rising 1.2% that money is not going to be enough to completely straighten out the state’s finances. There are unpaid bills are around $15 billion. In addition, the pile of unpaid bills could be a lot bigger than what’s now known. Currently, agencies can sit on bills for months before turning them in to be paid, meaning there isn’t a complete picture of the state’s debts. If state agencies start turning in bills now that there’s a budget, the backlog could grow.
